Summary of Invitation To Bid (ITB) For BIOMASS FUEL
Korea South East Power Co. Ltd.(KOSEP) is inviting a bid for the supply of Wood Pellet from suppliers on ITB (Ref. Attached) for Samcheonpo Power Plant as follows,
1. Bid Notice no.(ITB no.): KOSEP-BIOMASS FUEL-2015-SP06
2. Materials, Quantity to be Procured and Delivery
– Item : Wood Pellet or Woody Biomass SRF(Pellet Type)
– Quantity to be procured : 10,000MT
– Delivery : April 1st ~ June 30th, 2015
– Qualified Bidders : Refer to ITB
– Contract Price : DAP or DDP
– Calorific Value : Min. 3,900kcal/kg NAR
– Bidders are requested to offer from minimum of 5,000 Metric Tons up to 10,000 Metric Tons.
– In the event that the Bidders bid by Wood Pellet, Bidders are requested to offer on
DAP(Delivered At Place, Incoterms 2010) or DDP(Delivery Duty Paid, Incoterms 2010) basis.
– In the event that the Bidders bid by Woody Biomass SRF(Pellet Type), Bidders are requested to offer on DDP(Delivery Duty Paid, Incoterms 2010) basis.
3. Procurement Method: International Open Bidding as per ITB (Ref. the attached ITB)
4. Bid closing date: 14:00 on February 25th, 2015. (Korean Standard Time)
5. Qualification of Bidder : As per Clause 2, Chapter I in ITB. KOSEP-BIOMASS FUEL-2015-SP06
BIOMASS FUEL(Wood Pellet or Woody Biomass SRF(Pellet Type)) non delivery record(delivery record means BIOMASS FUEL(Wood Pellet or Woody Biomass SRF(Pellet Type)) marketing companies or traders those who have any successful Biomass Fuel supply record more than 50,000MT in recent three (3) years to five (5) Korean Gencos(KOSEP,
KOMIPO, KOWEPO, KOSPO and EWP) or BIOMASS FUEL (Wood Pellet or Woody Biomass SRF(Pellet Type)) manufacturers those who have any successful Biomass Fuel supply record more than 15,000MT in recent three (3) years to five (5) Korean Gencos(KOSEP, KOMIPO, KOWEPO, KOSPO and EWP)) manufacturers, marketing companies or traders those who shall meet the whole requirements of ITB including but not limited to, Wood Pellet quality specification, delivery schedule, etc. are qualified to participate in the ITB.
6. Compliance with Invitation to Bid
Bidders shall prepare and submit the Bid in compliance with the procedures and requirements as provided in ITB. Any failure to do so may give KOSEP a reason to reject or to unfavorably evaluate the bid. Bidders shall be regarded as having been thoroughly acquainted with and having accepted all the contents of the ITB. Upon submission of bid documents, Bidders are thereafter regarded as having agreed to fully comply with the terms and conditions of the contract as attached in the ITB.
7. Validity Period of the Bid
The bid including the price shall be bound as a firm offer and valid for a period of at least fifteen (15) business days after the bidding closing date. KOSEP may request the bidder to extend the validity period of the bid, if necessary.
8. Submission of Bid Document
In the event that the bid documents are submitted to KOSEP in person, the Bidder shall submit to the following address no later than the deadline.
